Is it possible to have a page heading which is set in the basics tab to conform to the layout that is being set or to have the page heading in the basics tab be reflect within a heading element in the layout or something similar?

The page heading is optional, and frequently this will be omitted, with the builder preferring to include an alternative heading either in a dedicated widget space, or at the top of the first form.
If you choose to add it manually you can style it as a heading using the options to make it smaller, larger, coloured etc. Alternatively you can style it via css by adding your own class name in the advanced section of settings and applying css using the early or late stylesheets in theming.
