Camden uses Create for its CRM and we are looking at implementing a way of adding cases in the CRM that are not linked to a person or property. A specific use case is adding a major incident, for example, a heating outage across a block.
We’re not concerned about the technical feasibility of this but do have some UX concerns.
Is this something other Councils have done? If so, can you let us know the approach you took and any lessons learned?

I have built an Internal host for East Hants District Council, in which we don’t attach a person or an address, they are completely optional relationships.
I added another relationship from CASE - USER (named Applicant) and we use this relationship for assignment to an Employee.
So yes you can easily add another relationship to case to link to multiple addresses.
Our Internal host has some slight changes to the normal CH host UI, but not radically different.
