If multiple images are 2.5MB
and being included in an output PDF.
Is the simplest way to reduce the overall PDF filesize
A) Reduce the image size displayed on the PDF
B) Something I’ve not considered

Yes it seems that reducing the image size in a PDF significantly reduces the overall PDF size. Just out of curiosity I tested your scenario with an image of 2.24mb size and the pdf generated was 2.28mb. Reduced the image size to 8kb in the same pdf and the resulting pdf was 9kb.
Also please feel free to try different settings under the following page (zoom factor, orientation etc) to find out how it effects the file size:
