Is there a way we can test our dialogue blocks before publishing? We want to create new menu options for users within our existing dialogue but want to test it outside of the live environment.

Not sure what you mean here, I think this is too specific to how your app is configured to provide any assistance - Can you elaborate a little bit further please?
For instance, what are ‘Dialogue Blocks’ ? How is it built? Is it a Code Studio component? Why is it not testable outside of your Live environment? (etc)
Any detailed information you provide will be helpful in understanding your build and configuration, before providing some assistance to you.
